If you have actual evidence of a casino doing this then make an accusation against them as this is clearly a way to cheat their customers, a legitimate casino has no way to control the results the player is getting, so in theory a good start should be just a little bit less likely than a bad start, and if a casino can control this aspect by manipulating their games then it is likely that they can control the results all the time and make you lose once you bet a lot of money with them.
