That's the only reason for arsenal. Arsenal has sent second offer even though it's rejected again by westham. Im thinking about if arsenal is now has no choice other than using a lot of money to get rice from westham as soon as possible before he will be secured by the club like manchester city.
Declan rice is westham's most valuable asset at this moment. That's why the club will let him go as long as arsenal paid the corresponding amount for him.

Arsenal is just contemplating the funds that not too much, while Manchester city is just keeping calm waiting to pull up with the money bag and add to their squad.
