Well yes, Harry Kane would be top of the list for sure, its just that Bayern can consider someone effective on less price as well. Bayern need some reinforcements and right now they are interested in Kim Min-Jae as well where they will trigger the release clause, they might need a replacement for Lucas Hernandez as well who is moving to PSG and they also need a striker since last year. Kane is the best option but the question for Bayern is if he is worth according to 100m Euro tag considering they have to buy further players as well in the transfer market.

Yes, they are definitely looking for options to get players of good quality at not too high a price. But for now I haven't seen which figure will suit Bayern Munich, another option for them is to bring in potential young players, besides the price is definitely cheap, of course this will be long-term progress that they will build.
