I am having a great feeling that after this transfer season, UEFA will find a way to regulate Saudi Arabia pro league even if it's not in their jurisdiction. How sure are we that FIFA financial rule applies to SPL?
If nothing is done about this trend, any player older than 30 may be leaving the European clubs to retire in Arab. Who knows if the government is sponsoring these clubs?
How can an organization that is not authorized to regulate but can be made regulations in that league? isn't that like the president of a country A is trying to rule country B.
FIFA can do this by ordering the AFC, or also the Saudi Pro League, which will arrange so that their league is not only filled with foreign players and reduces the value of local players, but believe me what the Arab clubs are doing is only temporary and even though they have so much money that it would be detrimental if expenses were made without adequate income.
These Arab clubs are owned by rich people who, although they are not sponsored by the government, money is not a problem for them, and the circles of these rich people are not far from the government, so their target is to win the election to host the 2030 world cup.
I know that UEFA cannot sanction any club in the Arab because it's not in their jurisdiction. But I believe the level of conspiracy in football. If they cannot directly control, they can indirectly influence. If they cannot indirectly influence, they can also regulate the clubs in Europe on how to sell to Arab.

It is correct as you said that this wave of buying expensive players will not sail for long. If you keep investing without an equivalent return of investment, that type of investment is not always sustainable. They Arab club owners will soon get tired, maybe their next move will be to buy clubs in Europe.
