Asking about what bitcoin halving is what one can easily get an answer to either on google or from the forum search engine, but your second question is what i have an answer to, bitcoin will always increases in value after every successful halving every four years, there will be an increase in bitcoin value otherwise known as bullrun while the Bitcoin mining reward is reduced by 50% it corresponding value increases and forms a new all time high, this has been in place ever since the beginning and occurs every four years interval.
