Sometimes there really is a reason why the casino doesn't resolve user complaint tickets for weeks or indeed the casino doesn't want to respond to them, it could be that the OP did something that was prohibited by the casino so he was ignored, even though the OP made a lot of tickets but his account was marked by the casino would be useless, we don't really know the real problem, OP is just venting his anger on this thread.

If he has proof of cheating and other things that the casino is doing he should include screenshots or something like that so people believe he is in the right position while the casino should be able to process the problem, 3 weeks is not a long time, so there must be another reason why the casino hasn't responded whether it's because of too many tickets or some other problem.
   
You are right that gambling sites might be really busy and/or there might be other reasons not to respond first. They user tried to contact on live chat too many times then usal for the same issue. And/or the user created multiple tickets which are marked as spam and/or the user violated any rules which need to be verified by kyc verification.
