They are using attractive/promising words in order to encourage viewers to invest in their promoted project. Indeed, that was their job but of course, it was your part to do research in order to validate if that was true or fake promotion.
Advertisements, promotions are always attractive because they use buzzwords, attractive graphics, promising roadmaps. It's not easy for newbies to differentiate scam projects after looking at those documents. With bounty hunters, they even don't mind about it because they can use bots to do tasks in bounties. At the end, it's fair enough if they don't receive much from bounties, or their works get rejected by bounty managers.
