All BT reps also have their ref links as all other members, only difference is there are a bit more obligations and benefits. "Official" is maybe too strong word for this, here is description it might clarify reps role:

"Our local representative network is designed to increase our global presence, by establishing points of contact in as many markets as possible in order to assist our clients in their native languages"
