First never think that you need someone to do the changes for you. Next, try to read on how the other passed the qualifications for the jobs that they're applying for. Make sure that you use those Upwork connects wisely and apply only to the jobs that you think you're qualified for.
Maybe there's something wrong with your cover letters or proposals so start from there and try to read tips from various articles that you can search on google.

You're welcome, maybe it's really from those proposals or cover letters and make sure that you've got some edge and advantage for the jobs that you apply for. When you think that you don't fit it, don't apply yet because recruiters are looking quickly to everyone's applications and when they don't see that you're fit based on your cv or proposal, they'll just gonna skip you quickly for real. I'm not a recruiter but that's what I've read from the perspective of one recruiter that has shared some tips on how they scout applicants and screen applications.
