A signed message would not prove anything, the "new owner" can request from the "original owner" to sign a message saying " the new owner is the same person as the "original owner", it's almost impossible to prove that something does not exist, if someone tells you that they a 12 bedroom apartment on Mercury, you would have no way to prove me wrong.

As it stands right now, the accuser could just stay silent because "the burden of proof is on the accuser", however, given the account status and how many people are watching it -- it will be very difficult not to make a fatal mistake along the way that would expose him if the accusation is correct.
