Osimhen must move to a team that can offer him the chance to win trophies. I doubt if he wants to move to Chelsea although Chelsea can pay him more expensive than other teams. Chelsea is just a mediocre team in EPL, Osimhen won't expect any trophy with Chelsea.

But if he only plays with Chelsea then Osimhen will still have no chance of winning any title considering that Chelsea condition is really impossible.
If Osimhen really wants the title then he can go with team that has great potential.
However, we can see that there is lot of news that Osimhen has agreed to the contract extension that will be carried out by Napoli.
