The enormous benefits the government are raking out from the gambling industry makes it difficult for them to go hard on enacting rigid laws against them that will hamper their activities thereby affecting the rate of taxes they would be paying out based on what they eventually make. But the government has a policy approach they use to balance all of these that the gambling industry doesn't lose out in users base while making sure that a lot of their citizens don't get too entangled in to gambling addiction.
government not really care about increasing services for rehabilitation for healing from gambling addiction, all costs for rehabilitation are not fully supported by the government to reduce gambling addiction but they prioritize increasing tax benefits from gambling every year, but I hope that the government will provide support for those who want to avoid gambling addiction by facilitating rehabilitation services at low costs because the costs for health and treatment are high, so that funds for the health sector can be allocated again for rehabilitation to cure addiction to gambling and also drugs.

i don't agree fully on this idea. because i can understand if the government will say, they have other important things to allocate their funds with.
