Yes, that's also my thoughts but as this cannot be avoided, then people should try, at least, not to close channels! There was a movement called ZeroBaseFee around some social networks, but that seems to have no impact whatsoever in recent times! And for smaller node operators is even harder because, at least from my experience, smaller nodes can't simply auto-rebalance just by changing fee values between depleted channels and filled channels!
