Risk alone may not be the only aspect that made gambling to be negatively viewed by many, why majority of people sees it that way is because of the impact of the loses in gambling such as debt and selling of personal property just to settle gambling loses, but also another feature that makes it more negative is the fact that, gambling get one addicted and as such since the outcome of addictions is heavier than that of loses, gambling if viewed from an addicts perspective it becomes a pour bad habits.

So the only time gambling will be considered as irresponsible act is when it obvious that all the mentioned elements are in place with the gamblers and he is obviously uncontrollable, but if one or two mentioned is absent or all mentioned negativity is absent it becomes a managed gambling habit's which can be call professional gambling.

Yes risk is the game itself and when you gamble you are not only accepting it, but also actively looking for it by betting to something that is inherently uncertain. That is not necessarily a rational behaviour, like many fun things that are not rational, but it certainly cannot be classed as irresponsible because a person may be well aware an prepared for a worst case loss scenario.

Right, but still though, human behavior is a science that is hard to understand. And as we try to look at people started to gamble and says that they will be responsible. But at the end of the day, it's totally different as it seems that we have seen a different persona, transforming into a addicted person.

So in the beginning, it might be rationale for them, but later on, because of human emotions, their decision is clouded and then they become irresponsible that they've lost total control of themselves and fall into gambling addiction like the rest of us.
