Mate, don't take him seriously. It's just a lame excuse. It's either he's a puppet or he's the one pocketing and embezzling people's money. I am not the one who's saying it directly but the pulse of our countrymen that I see in social media is mostly pinpointing him as the mastermind of this. Well, he's the general manager and can control everything on PCSO.
