Yup! That was aired on the news the last time, funny to think that they have a lot of money but can't afford to hire a professional digital and photo editor, even a high school student nowadays can even edit clearly than their editors. Seems like they don't have one, knowing that they are one of the richest governement agency. They literally make fun of themselves, I don't know if it's intentional so that they can be talked about more on social media or what. Well, until now most Filipinos still don't believe that there is a winner of the winning jackpot prize because if there is, it will resonate on social media and everyone will recognize who the winner is.

You said it right, or maybe the one who did this wanted to share something indirectly, maybe he did what he shows up to be notice and now
there's controversy circulating inside the agency.

We can't tell what the possibilities are but who knows? maybe this person who edited the picture wanted to bring this anomaly in public.

Now, that there's issue and there is investigation that circulating around, we might know what's the truth behind this edited picture
and who are those behind it.
