On the other hand, national lotteries are known to be "taxes on ignorance of mathematics", but if these revenues financed public expenses that revert to the common good: would you agree to pay systematically 1 USD more in your annual taxes as something that ensures the right to dream of a dear life of every taxpayer?
-snip-
I believe that many people would stop complaining about the taxes they pay and the government would also collect more as the population itself would demand the issuance of a tax document for the products purchased and services received.
And to answer your question: Yes... I'm happy to buy a lottery ticket and know that part of the money is used for social actions, even though I bet little on lotteries.

It may be the time to make a firm proposal to our respective Governments so they implement a policy like that

The taxpayers would be happier, public revenue would increase, public services would improve, and who knows, maybe you'd be fortunate enough to win the lottery and retire early. It's like a win-win-win-win situation!
I don't think this measure would be implemented in Europe ever, but in other regions, like socialist regimes in LATAM, why not?
By the way, this is a wonderful idea. If indeed the government of any country, for example from Latin or Central America, decided to do what you are talking about, then in my opinion it would be not just great. This could be said to be a small and very positive step in general in the direction of the development of civilization. By the way, of course, in these countries there should be an orientation toward socialism or some version of a welfare state.
But the experience of El Salvador shows us all that sometimes the highest authority of the country, in the case of El Salvador, this is, of course, President Bukele himself, sometimes make completely non-standard decisions, such as the legalization of Bitcoin. So why shouldn’t other brave governments make some non-standard decisions if they clearly benefit the masses of the population of this country.
Let's hope that some positive initiatives will appear in mass lottery options, too.
Maybe, for example, Miley in Argentina will come up with something similar.
Everything is possible.
