We need to see the priorities of Theymos and how many local board approvals he would be willing to approve. Other than Pakistan, there are other communities too which are active on their local threads like "Українська (Ukrainian)" and "বাংলা (Bengali)" and they are also waiting for their local board.
Other things for consideration are that there are some local boards which are very much inactive if compared to other local boards or even local threads. To be honest, no one knows and no one can guess when there will be more local boards.
