No, it is perfectly legit according to the TOS [also as quoted by qwertyup23] to own two accounts one of her and one of her husband, even from the same IP.. the prohibited thing is if the two accounts are serving to a same single person (multi-account).
Just to add another question, when you created that new account, were you able to submit KYC documents to prove that you are not the same person? If you submitted the KYC documents of your wife, I really think that they made a genuine mistake here.
