What do u expect, when you need to verify all the data from various country. Also, the department support with verification is different they can't do both that's why is really take a long to solve these case. Meanwhile the (shit-happens) is when the person/user don't have any utility bill under his name and he share these on his thread. These is what I called shite happend, while you get verification and you can provided some document they're ask.
Actually, any site accepts a lot of documents for proof of residency. Normally accepted documents are like bank statements, phone bills and so on. Persisting on a utility bill and even wanting to see a payment slip of that bill (which I have NEVER heard before) is just ridiculous.

Why even offer all the other options just to reject them and insist on the one option he can't provide. If they would do this to me I would have the same problem because our house is rented by the company my wife is working for.
Still insisting even though he explained it several times and provided all the other options which they mention on their site is just ridiculous.
Stating "Please note that the compliance team reserves the rights to request any document they might need." just opens to door to do whatever they want, which is shady.
