Average people could still invest or save it all comes to their ability, if they are comfortable with living just like that then it is their problem.
We could always find a way to earn extra if we want, some people take extra job just to earn more or be successful in the future, so there is no excuse for an average people not to have a savings or investment.
I think saying if someone can't save its because they are not trying hard enough isn't always apply to most of people there's something called sandwich generation which need to take care of their elderly, need to pay up for their brother/sister tuition fee and so on that even only left very few money in their pocket by the end of the day, if we are talking about saving of course most of people that are under the poverty line really want to save up maybe to increase skill and getting into university for the sake of opening up that opportunity to become better in the future.
but truth is harsher than our planning, sometime there's always something that makes our money leave our pocket despite the fact that we trying so hard not to overspend but sometime some people are just that burdened with something that they can't control, can't blame them, maybe if they keep trying hard eventually they'd meet some point where they might improve their life but for many people they just can't escape the poverty.
