The only piece missing to submit it is a URL that shows the coin total in real time.

Secondly, the way to get it added to Mintpal is not to vote for it but start getting it enough volume on Poloniex. Most coins that have a lot of volume on Poloniex will get added to Mintpal. It is mainly shitcoins that get added through the voting system.
