This is not wrong. I only made it clear that government officials bribe is different from government fine. That should even be seen as illegal and a shame on themselves. Outsiders easily know how this country is. That a lot are about bribing. The reason this country will not move forward. They care about their own pocket and not the interest and progress of the country.
