I really don't think so. When you launch a program a first time, it's necessary to have a breaker to hold it for assessment before re-open it. I see it is normal, not strange, and less probability for abuse as main cause of their program suspension.
This one is different because it was a sudden decision or is not pre planned. Because if you read the statement from them, it seems like there was a mistake on the supposed process, and they need to stop it immediately to correct it.
