I doubt any government of any country have any expectations from their citizens. They are more concern about generating revenue internal and external.

Have you ever wondered why we always have been told to study hard, find a job, work hard, pay taxes, and retire at 60?

If you become successful as getting job then you are generating revenue for your government in the form of tax explicitly and also you are contributing to the betterment of their economy in some way. So don't you ever think why always get a good job?
