I beg to disagree. That's the controversial way of explaining why Bitcoin was created. But Bitcoin was already in the making before the bailout. I probably prefer to stick to the practical explanation of why Bitcoin came into being. So, rather than taking the answer from what's embedded on the genesis block, I prefer to go back to the very first sentence of the whitepaper.

Satoshi Nakamoto spent time for idea and worked to build up Bitcoin, then released it on that day, with the message I shared. It's clearly that Satoshi Nakamoto did not read that newspaper in the morning and sit down to code, complete his work in the evening or night to release it, mine the Bitcoin Genesis block on the same day.
