Because there are some local tabs with many entries and others with just one or two.

If we have more than two pizza submission we should generally accept them, as long as they have collected any votes (and that is not easy to achieve).
We are not talking about big rewards here, that is why they are called consolation prizes.
Even just announcing best local pizza submissions would be nice to have.

Good idea.
Local boards can do this separately, but I think it would be better to have all thus unified.
