Bitcoin Lightning is off-chain, not on-chain and people can try to use it as mixer but there are technical and security weakness with Bitcoin Lightning Network and can be exploited. Be careful if you want to use Bitcoin Lightning Network to move big funds.

With Bitcoin on-chain, your can get better security and it's better if you want to move big fund.

But, on the other hand, the level of privacy you obtain from LN for small transactions without all the deployment you mentioned in the case of on-chain transactions can make it preferable in certain cases. It is clear that not for large transactions, but for newbies in their everyday operations LN can be a better option to start with.
