Arsenal weakness seems to lie in the rotation options that Arteta has, besides that, Arsenal also doesn't have a striker as sharp as Halaand. I think from the other side, Arsenal is a great team but Manchester City has a greater team so they are more worthy of winning the title. Maybe what you say is true, Arsenal needs a main striker or indeed they must continue to be under Manchester City and wait until all City players retire
