I agree, but i also think that most common mistakes on where people keep breaking TOS, should be informed with cat size letters right when registering the account.

Like a friendly reminder that if your ip is already in the system of the casino, that they should remind with a pop up window that you already have an account and this could be violation of TOS. Are you sure you want to continue?

Because if people don't feel it's a big mistake to make 2 accounts, or they are making them by mistake, then there's definitely problem with communication. I am certain that most people who claim to do it by accident would want to know perfectly clear that there will be consequences. And that TOS should be read before accepted.
