I've seen some users who got tagged as spammers (even if it's just neutral tags) and I believe nothing is permanent you know? There's always a chance they can improve their posting style and be more engaging here.
Of course, there is always hope for anyone to improve the quality of their account from a spammer to a contributor with a better reputation. Neutral tags are never permanent, unless the user who assigned them has left the forum for some reason.

With the efforts of DT members and mods keeping the forum clean and the competent signature campaign managers who don't just accept anyone anymore I think low-quality posters are starting to realize they need to step up their game. What's your take on this? Can they change or is a spammer always a spammer for life?
First, not only DT members and mods encourage forum users to change for the better, but non-DT members can also encourage and motivate users to change for the better. I have proven for myself that there are many users who are willing to change over time by improving the quality of their posts and rank up, of course with a good approach and supporting their efforts.

Spammers are not always spammers, they can change and anyone who tags them can probably forgive them and remove the neutral tag. In fact, I am sure that when the quality of the account has improved and its positive contribution has been recognized, then the user can become a user who can be trusted.

Yes, they always can, especially when they realize that only by changing can they gain merit, rank up and enter one of the signature campaigns and to become a trusted user.
