Here, some rich people often wear cheap t-shirts. But it is not as cheap as the t-shirts of poor people. 
Mark Zuckerberg, Elon or Gate should be an exceptional. They are top people in the world, they have their own standards when it comes to dressing. Even they wear simple t-shirts, surely it won't be as cheap as we think.
In my country, poor people even have to ask other people for old clothes to wear. They don't even want to spend $2-5 on a new shirt, so how can they have thousands of dollars to buy clothes? I'm really surprised that people take an unsourced photo provided by the OP, and start insulting poor people and claiming that poor people are wasteful.
It also happens in my country. It is something usual for poor people. This is just a true story that showed the fact about their capability of their financial. Since they only can do it, how can they buy the clothes valued thousands of dollars. I think you feel the same as me, it is something impossible to happen to poor people. The OP photo, totally doesn't reflect the reality!
