As he said, they are giving away stuffs there, or it was like a tool that is being used for communication, including if when will the rewards be sent. Like what other users here have said, our forum Bitcointalk is already called as a community even for a non-crypto hodler but the ones we are talking about earlier are more of exclusive. I don't really get this but if only about scalability, it was also the dev is the one that who knows it. If they are passionate and knowledgeable, they can surely solve the scalability issue in crypto.
