You are really indeed having that common sense whether you are still doing the right stuff or not. It is really just there are individuals who are really that good on controlling things and able to avoid addictions.

Before the government take decision, they must research everything so they will not make a wrong decision and will give a bad effect to their people. They can get the income from all businesses in their country but they should discuss it with all elements so all regulations that they create will gives a positive effect to their country. Related to gambling, the government should research the impact to their people and make communication to many people so they know what is happen to their citizen. If they think that gambling can gives a bad effect to their citizen, they may strictly their regulations and not tolerate if people who doesn't 18+ playing gambling.

They can continue playing gambling but will not show to many people to avoids the tax. You can see many people avoids tax even they are not playing gambling and running a clear business. They think that tax only reduce their profit and they want to have that money for their own interest.

That can happens to gamblers where they will still playing gambling without paying tax if they win because they know how to hide their winning. Tax should be impose but the officers who does their job must be clear from any illegal things so the tax can be distribute to the right place.
