If he was successful buying within the limit and no KYC, I think the issue I see maybe the use of fake phone number because perhaps he might need code for access if need be, apart from that he tried to run from fees. But what do you mean by fake phone number? Or you mean third party phone number?

I think OP means the number that he probably bought for that exact reason - to use the ATM, probably.
