Print : Sometimes low accuracy % does not reflect one reporting skills - sometimes they just have loads of good reports unhandled unfortunately.

You must have certain X number of total reports + certain accuracy % score to be eligible ( speculations)- this way the system can separate organic reporters from joblers who just want to make money.
