It will not affect the network but the low RAM will affect the apps opened. An example is 2 gigabyte RAM. A small RAM like that can not be used to open two heavy apps at once because as you opened one, the other app will close underneath which is frustrating. I switched from 2 gigabyte RAM phone some years ago to 8 gigabyte RAM which is very better. I can open as many as possible apps and all will close underneath.

Nowadays, every app has become very heavy to update, so current apps cannot be used on a 2 gigabyte RAM phone. Even when used, many problems arise either they don't come out at all or they take a long time.
Apps are sometimes lagged when updated on 4-gigabyte phones. With the world progressing technologically, it seems that the only way to get better performance these days is to use phones with more RAM and ROM.
