IPFS (along with BitTorrent) are good option, since it use hash to ensure you get intended data. But both of them depends some computer continue to host/seed the data. Also consider Internet Archive (https://archive.org/), which has been around for 28+ years.

Thanks, some of the files are already up on archive.org. I wasn't talking about already printed or scanned pdfs. There are still pamphlet manuscripts which the authorities are hesitant to digitize due to the possibility of interpolation. I hope this thread can lead me somewhere. IPFS indeed seems a good option. I am trying to secure funds for the whole project, I will come back with another thread so that I can actually pay people for their expertise.
