This should be the second time I'm seeing this statement, the first time I saw it, it was stated that "every country have their acceptable limit of corruption as there is no country that is absolutely corruption free". In other words, in some countries, corruption and things stealing is with conscience whereas in some other countries, there is no human conscience in bad practices.

Like some already said, as long as money in involved, sharp practices will continue to exist but we have to put effort to discourage such practices as much as we can.
