The thing is a lot of investors are too weak to pull off such thing. Let alone consider buying when the market is dropping. Bear seasons come in cycle. There is no specific date of course no one can possibly know that but typically after a bull run we know that immediately after the market will enter the bear season.

Waiting for a specific price might make you miss the chance to buy any bitcoin at all that is why DCA is a good strategy because it forces you to just buy no matter what the price is as long as it is done in periodic intervals and regularly done. But that is only a type of DCA. Some like you said would buy at lower prices instead but you see how that can lead to indecisiveness.
