You’re absolutely right that luck plays the most vital roles in ensuring a gambler’s success, but let’s take our time to analyze some situations with all honesty, strategies while they’re not the major guarantee for success also have a role to play too, just as you rightly said, our strategies gets us a step or two closer to victory, thus a bad strategy also takes us one step or two away from success ( at least that’s what I think) so I believe it’s important to first keep our strategy in check, rather than solely depending on luck for success. We need to first make sure that our strategies are quite effective and actually takes us closer to victory.

I think the absolute majority of strategies will fail and of course they need to be tested at low stakes, this will be practically no different from high stakes, except that it will save us a lot of money. Who knows, maybe we will never be able to find a strategy at all, in which case many players get disappointed and go to play at high stakes in the hope of catching luck and not thinking at all about the fact that there is a chance to lose and it is greater. I recommend being more responsible and not playing at high stakes if we cannot afford to lose and restore our bankroll in a short period.
