It is easier, because you can mindlessly copy/paste and mix answers from those who already voted and that's something many did in the past, so I would say that this new rule is working as intended.

icopress explicitly stated that you must explain why you voted for someone, meaning submitting names only won't be accepted.

Rank doesn't matter, all you need to qualify is to earn 50 merit.
