Indeed. Mentioning the strategic reserve doesn't make it more real - or easier to actually set up, with Congress able to stop it unless executed by an executive order. At the very least, it would be nice bullish talk though.

On the other hand, freeing Ross from Day 1 can be done (if there's a will), and would send a signal that can't be ignored.
