Yes, people who don't understand how gambling works will call it a scam, because they lack basic information about house edge, so they don't know the casino has a small advantage over gamblers on every placed bets. Even though it's not a game where you play with equal chances against the house, it's not a scam, because gamblers must know about this fact before gambling. Unfortunatelly many gamblers nowadays don't know about it for two reasons.

First, it's because current casinos of our time don't bother explaining and exposing how their mechanisms work to their userbase. I remember when we accessed crypto casinos years ago, the first thing they stated on their front page was the house edge of the platform. Now you have to make a deep research in order to find this information.

Second, it's because gamblers don't educate themselves about gambling. They just want to deposit money, place bets and make huge profit to boost their finances overnight. If they were diligent, they would seek for most information as possible, reviews and hints from experience gamblers before risking considerable sums of money.
