I was under the impression that he always announces his buys at a later time than he actually bought. And before the dips, there is a small run up, most of the times.
As far as i heard from rumoring on the interwebz, he is buying over OTC desks.

Trump 2.0 seems to really start unfolding now.
As European, i remember some point in history when a man seduced the (german) people going into world war using only his talent for hatespeech. (short version)
