My name is on that list and my account is not a burner account. I usually have 2-3 inclusions. The latest update took that number down to 1.

No, no sub-boards. If added, it should be a proper chat. There could be a chat button at the top of the page next to the search feature, for instance. If you click on it, a new pop-up appears where you can chat with other active users. Community voting and feedback could help in finding the best solution for how this chat would work and be moderated.
