The website opens smoothly (in just 2 seconds) from my end. Have you tried to access the website using an incognito browser, clear cache, etc just to be sure if the major problem is from your browser, not the casino?
If you have done all this and the issue persists it is either your network provider blocks you from accessing some certain online casino.
r_victory has to check the ToS of the casino if Brazil is on the danger zone or on the free zone. Danger zone in the sense that if it is on the restricted country or on the accepted country. And if all is good then he has to check the IP address and other details of the browser. He can change browser to see if it will work.
Or he can also change the device to see if it's from the device. Those are some of the possible solution with the ones others have said. And I don't think a service provider does block a particular customer to access some sites but if the user has ads blocker then it can happen in that way.
