All this depends on a very motivated player, Europe. Can Europe stick the finger out, pay what needs to be paid and start re-building the military industry? Only if the EU takes it seriously.
LOL. Macron called two emergency summits in a row and they both ended in nothing. More precisely, they split the European Union (because Macron did not invite the Czech Republic and Romania, which helped Ukraine even more than France, to the first summit) and it also turned out that Europe is not ready to send its peacekeepers to Ukraine. They also agreed on the allocation of a 6 billion aid package, of which 3.5 billion is for investment in the production of 1.5 million artillery rounds (over several years), 0.5 in air defense (one system with ammunition) and 2 billion for the training and equipment of two brigades (no soldiers or officers). Europe wants to, but can't.
Besides, that's really not Europe. It's a tiny group of Deep State warmongers who can't decide if their own pockets are full enough with US money yet, or not, before they give it to Ukraine.
The European people in general do not fit that group. And if Europeans had not been propagandized for decades, none of them would.
