It’s the network that’s actually decentralized, Satoshi can suddenly wake up and turn it to a centralized system the network was built that way.
A decentralized project and a decentralized blockchain network can not be shutdown, halt or manipulated by a single developer and person. Only Bitcoin is a project that has true decentralization in cryptocurrency industry.
Other projects (altcoins) are centralized, and it's not strange if you see an altcoin blockchain is halted by the founder. It happened with Binance Smart Chain, Harmony chain, Solana chain, and with a biggest altcoin Ethereum, the founder and core team members were able to rollback ETH blockchain after the DAO hack.
