Haaland role is nothing more than a finisher because he is not a playmaker specialist.

Just like you said the absence of Haaland is never a factor why City lost or has been losing. Yes, KDB is an excellent player that can really turn things around in his team favour by providing killer passes that can disorder other teams defenses. But KDB is getting older in each passing day so he doesn't really carry that aura in every game currently. As at last season, KDB was injured for half of that season and Manchester City were doing just fine. Right now City's problem is way beyond just one man as it stands.
